Between Nigerian executive and the Legislative, which is the better DEVIL?

The executive first padded the 2016 budget, later withdraw it, the legislative carelessly allow the budget to be stolen, and it become a missing budget, they later found it, but it become two different budget, the original and the padded one. they reject the padded budget and use the original, but they themselves later padded the original budget, which make the executive to reject the padded budget, but they later negotiate and sign the budget, even as Nigerians later discover that the president have sign a padded budget, as disclose by the person that knows better, the former chairman of appropriation committee.
    Now to the issue of car purchase, the senate bought some vehices at the cost of 35million naira each, the executive also awarded a contract of 3.5billion, to supply nigerian prison service with 320 vehicles that cost more than 11million each. the executive later awarded another contract of morethan 370milliom naira, for the supply of 38 vehicles to the ministry of solid minerals, which would cost about 10million naira each. the house of representative also awarded a contract for the supply of vehicles for its members, at the cost of more than 3billion naira, which cost less than 10million for each vehicles.
   Is this compatition in vehicles purchase between the executive and legislative neccessary at this time of recession? why are nigerians so hypocritical about the purchase of vehicles by the legislators and turning a blind eye to the vehicle purchase by the executive? the executive spent almost 4billion naira to purchase vehicle for only two ministries, howmuch would they end up spending for the rest of the ministries? and dont forget that nigerian prison is just one department in the ministry of interior.
  My opinion is that both the executive and the legislators did not mean well for Nigerians, for wasting scars resources to purchase vehicles that are not necessary at this critical moment. It only take a hypocrite to condemn the purchase of vehicles by the legislators, while he sees nothing wrong with executives vehicle purchase. may God bless Nigeria.
