exaggirating achievement in agricultural policies

As it was in the beginning, FG told us how they make 15,000 farmers millionaires through agricultural anchor borrowing program, but have to come back and tell nigerians that they are finding it difficult to recover the money loaned to the farmers.
Same government told us that most of intending pilgrims in 2017 are farmers, because the government have make more millionaire farmers through its agricultural policies.
Is it the money that government gave the farmers that make them millionaires or increase in food production?
Why is it difficult for government to recover their money from the farmers, when they have it in record that the farmers are now millionaires and majority of intending pilgrims? Or does that relate to increase in hajj fair, so as to indirectly recover their money? As be say majority of the intending pilgrims are farmers. If that's the case, I advice the government to identify farmers that failed to pay back their loans, but paid for hajj, so as to recover their money by subtracting from what the farmers paid for hajj.
As for farmers that couldn't complete their hajj payment due to recent hike, I advice them to collect back their money from hajj commission, pay back their debt and invest the in this year farming season.
Report reaching me have it that some farmers that started paying for hajj, could no longer afford to pay or complete their payment due to recent hike in hajj fees.
The truth is that government over exaggerate their success in agricultural sector, while the farmers also exaggerate their success in food production and gains. Any farmer that failed to pay back what he borrowed from government, but pay for hajj, he is living a fake life and not cutting his coat according to his size, but exaggerating his achievement. Please pay back our money, before paying for hajj fees. Both the farmers and the government are wallowing in deception.
